Yes. Application firewalls can provide tremendous addedprotection, particularly for Internet-accessible applications, but they do not resolve the underlying weaknesses in application code. Such weaknesses, especially those yet to be uncovered, can be difficult or impossible to address with an application firewall. Application firewalls have their place as effective preventative tools but cannot replace secure code development.
