Are RTO & RPO the Same as Having an SLA?

recovery time objective (RTO) and recovery point objective (RPO) are business continuity metrics used to define expectations of the recovery of data. A service level agreement (SLA) is a contract between two parties that, among other things, contains metrics. Other information in an SLA that has an RTO and RPO defined might also include metrics around the backup process, regulatory security requirements, and a point of contact for escalation.

Thus, defined metrics, such as RTO and RPO, are usually considered to be a component of an SLA and not the SLA itself.
