I think wherever you choose to site your nework, it's important to actually have a conversation with your potential network suppliers so you can get a good picture of what level of true path diversity you'll be able to achieve from that location, and in particular how that diverse path might affect latency if it has to become active. I've seen sites where the in order to ensure that a secondary link is fully diverse, it has ended up being routed half way round the country...
