Fine line
That's a fine line to walk, getting the best price on the services now and doing enough leg work to make sure the vendor won't die out in the normalization of services in the next few years to come.

How low can they go? InformationWeek has a good summary of the price war between Amazon Web Services and Google earlier this year in this story about Splunk cutting its cloud prices.

I can firmly say that storage and DR/backup as-a-service is deeply discounted right now.

On the cloud services front, it seems the big vendors (eg., AWS, Google) are always in a price war.
