Starting small?
I would say VMware is proceeding cautiously, and basically I know little about the size or scale of commitment to this UK data center. It's not making that information available. I suspect they are starting relatively small, compared to the big data centers that Amazon, Microsoft, Google and Facebook build. But with wholesale data center space available, it's easy to expand.

The sleeping issue buried in VMware's public cloud
The sleeping issue here is integration. For those who want hybrid cloud operations, it makes a lot of sense to stick with the VMware management tools and systems already working in-house and use them to send workloads into the hybrid cloud. On the other hand, those customers will miss some of the economies of a more open source-based operation. But I suspect integration trumps.
